The IVs on the one I plan to keep are decent, bar Defense. Which is 9.
29 in HP, though, nothing 30+, and the others are less than amazing.

The other one has... next to nothing. Nothing above 20, and it's legitimacy is in question.

It doesn't, it just uses 1/4 of your HP to create a decoy. If the opponent uses an attack that does more damage than 1/4 of your HP, the substitute is obviously destroyed. The less damage they do, the longer it'll take to break. So the opponent was probably just doing less damage sometimes if using the same attack...

One way of making it last longer though is raising defenses behind it. I know at least one forumer who does this to great effect.

No. Its att is too low I think.

Depends on what you need it for but Starmie should use Psychic, Surf, Thunderbolt and Ice Beam and Cario should use Close Combat/Aura Sphere, Crunch/Dark Pulse, Extreme Speed, Swords Dance, Iron Tail/Flash Cannon, Psychic, Dragon Pulse. As I said. Depends.

Soz not me.

My lucario has extreme speed, swords dance and close combat, just trying to decide on the 4th really.

Is surf better to have than water pulse?

Lucario and Crunch go well, if you want.

Depends. Surf is more powerful, but WP has a confusion chance.
I'd personally go for Surf, 'cus of the power.

Surf defo. Crunch makes the Fighting/Dark combo which I think hits a lot for SE or neutral.
